13x20" DC Comics artboard has pencil original art by Keith Giffen (1952-2023) w/inks by Larry Mahlstedt for Legion Of Super-Heroes Vol. 3 #2, published by DC Comics Sept. 1984. Page features 12 panels, showing the Legion meeting at the Earth headquarters to discuss the formation of a new Legion of Super-Villains. Story page 7. Characters shown include - Element Lad, Cosmic Boy, White Witch, Colossal Boy, Phantom Girl and Blok as well as Legion's Science Police liaison (and Element Lad love interest) Shvaughn Erin. She appears on vellum, overlay as she appeared on large viewscreen and required printing effect. Overlay has additional inked original art for various screen readouts throughout the headquarters (these areas appears as lt. blue penciling on artboard). All captions/word balloons are hand-lettered, w/text replacement strips in second and eleventh panels. Top margin has inked "Legion" title along w/"(Baxter)" paper notation and issue/page numbers.
