9.5x18.5" thin sheet of paper has title past-over in first panel and pen and ink original art by Jim Berry for Feb. 25, 1968 Sunday page. Four panel cartoon features congressmen meeting and discussing a billion dollars and how to spend it at a faster rate. Berry has signed last panel, which also has NEA, Inc. copyright strip. Printer's notation at top margin. Margins have some scattered staining and handling wear, but art remains clean and Exc.
