16x19” thin artboard sheet has original pen and ink art by Larry Keys depicting the plight of World War I soldiers with Post-Traumatic Stress Disorder is titled “The Profiteer.” Uniformed soldier is depicted shackled in jail with “Shell Shocked Soldiers” placard. This is an early term for PTSD. “Neglect” wafts out of his cell and a rat labeled “Indifferent” crawls over the bars. Another rat, labeled “Official Red Tape” sits outside door. Lady Liberty-like character wearing “Humanity” cap appeals to soldier’s “Keeper” who wears “Ohio” coat, it’s pocket stuffed with money. The Keeper ignores her pleas as he counts “Profits From Federal Payments For Care Of Insane Soldiers.” Cartoon deals with profiteering of Ohio institutions housing shell-shocked soldiers and administrators’ neglect of the same. c. 1919-early 1920s. .75” tear at lower right corner.
