He is in classic hands on hips pose with four red accent lines to the right of his mouth as if he is speaking. His eyes have pie-cuts and we would estimate the date of this to be 1935-1938. A few tiny pinpoints of missing paint but piece remains about 99% complete and with nice gloss. Only the second example we have seen.
